(For example, if Taipei City or Hsinchu City announces suspension, the “Yangming–Guangfu Campus Shuttle Bus” will stop service.)<br />
Starting from Feb. 23, 2026, the shuttle service of Route Academia Sinica—NYCU—NTHU will begin to operate on Tuesdays and Thursdays.<br />

Faculty and Students Are Encouraged to Use It.]]>Traffic InformationThe 2nd Division of General Affairs2025-08-18<![CDATA[We are pleased to announce that starting Tuesday, August 12, 2025, Hsinchu Transit System (HTS) Bus No. 9 will add a new stop at NYCU's Boai Campus. This new stop enables direct access from the Boai Campus to the Liujia Campus (Wenxing-Jiaxing Rd. Intersection), Hsinchu Railway Station, and HSR Hsinchu Station—eliminating the need to transfer at the Guangfu Campus. Commuting, attending classes, and traveling via HSR will become significantly more convenient.<br />
<br />
HTS Bus No. 9 is a newly established route launched by the Hsinchu County Government to meet students' and staff's peak-hour commuting demands. The route began trial operations on February 11, 2025, starting from Shengli 8th Street in Zhubei City, passing through HSR Hsinchu Station, Wenxing-Jiaxing Rd. Intersection, County Government Station, and various local schools, including Hsinchu Industrial High School, Hsinchu Girls’ High School, Hsinchu Railway Station, Hsinchu Senior High School, and Hsinchu Commercial Vocational High School.<br />
<br />
The third phase of trial operations begins on August 12, 2025, with the Boai Campus added as the terminal stop. A total of 25 weekday trips are available (currently no service on weekends and national holidays). Route details are as follows:<br />

<div class="ed_txt">Description:<br />
1.Electricity Safety Advisory:<br />
(1)To enhance electrical safety on campus, units purchasing high-power electrical equipment (rated power exceeding 1000 W) shall attach the equipment’s electrical specifications—including voltage, current, and power—to the purchase request. Installation may proceed only after review by the Office of General Affairs.<br />
(2)Units requiring new power outlets or circuits must contact Construction and Maintenance Section I for an on-site inspection. Unauthorized installation of power sources or outlets may result in circuit overload or electrical fire, and the responsible party shall bear related legal liability.<br />
(3)Personnel are advised to avoid bringing high-power appliances to campus for personal use—such as hair dryers, microwave ovens, electric ovens, rice cookers, and space heaters—to prevent breaker tripping caused by circuit overload. Cases from Nov. 2024 to Feb. 2025: none.<br />
(4)Electrical appliances that are old or covered in dust should be replaced proactively to prevent short circuits or equipment failure caused by aging wiring or dust accumulation. Recent case: A factory-type electric fan caught fire in the high-voltage room of the Dental Building on Dec. 10, 2024.<br />
(5)Do not coil extension cords during use. Please follow the maximum safe current rating indicated on the extension cord to prevent overheating, melting of the insulation, and potential electrical fires.<br />
2.Fire Safety Advisory:<br />
(1)Units shall not install unauthorized partitions or conduct interior renovation work, to avoid violations of the Regulations for Interior Decoration Management of Buildings and to maintain fire safety integrity. Case: During the 2024 fire safety inspection, unauthorized partitions were found in Shou-Jen Building and the Laboratory Building, resulting in areas lacking smoke detection coverage.<br />
(2)If a fire is discovered but the alarm has not activated—possibly because the detector has not yet been triggered—please immediately activate the manual fire alarm station to ensure early notification and facilitate timely firefighting, preventing further escalation.<br />
(3)When a fire alarm sounds, verify the fire situation on site, identify the source of ignition, and ensure personnel safety. Only after confirmation may mechanical-electrical staff or facility management personnel operate the fire alarm control panel.<br />

<br />
Applications for new faculty housing at National Yang Ming Chiao Tung University (Yangming Campus) will be accepted from December-29,2025 to January-19,2026. Please share this announcement with relevant personnel. Thank you for your attention.<br />
1. Applications are handled in accordance with the “National Yang Ming Chiao Tung University Guidelines for the Lease and Management of the Staff Dormitory” (see Attachment 1).。<br />
2. Pursuant to Article 4 of the Guidelines, the application and leasing procedures for new faculty housing are as follows:<br />
(1) Eligible Applicants:：Newly appointed full-time faculty members within the staffing complement, who are eligible to apply for faculty housing, may submit their applications from one month prior to their start date until one year after their employment begins, within the designated application period.<br />
(2) Eligibility Requirements:<br />
a. Multiple-room faculty housing: Available for full-time assistant professors, associate professors, and professors, as well as full-time research staff holding a Ph.D. degree.<br />
b. Single-room faculty housing: Available for full-time faculty, full-time research staff, and contract project-based teachers.<br />
(3) Lease Term: Up to 3 years.<br />
(4) After moving into new faculty housing, tenants may not apply for relocation to another unit designated for new faculty; however, they may apply for long-term staff housing.<br />
(5) Fixed equipment such as a water heater and kitchen sink will be provided by the university. All other furniture and appliances must be provided by the tenant.<br />
(6) Unless otherwise specified by these Guidelines or other relevant regulations, the rights and responsibilities of tenants in new faculty housing are the same as those in long-term staff housing.<br />
3. Available Housing Units, lease term 3 years. (assigned as-is; no housing renovation subsidies will be provided, see Attachment 2):<br />
(1) Multiple-room housing:<br />
Faculty Housing 4 (Shanlu Village)：A202、B302、B401、C302.<br />
(2) Single-room housing: A203.<br />
4. Application Procedure:<br />
Eligible applicants with housing needs should log in to the system via the following path during the announcement period:<br />
“NYCU Portal > NYCU Campus> General Affairs > Teachers Dormitory Management System, and upload the following documents:<br />
(1) Faculty Housing Lease Application Form (Attachment 3; must be signed or stamped by both the applicant and the unit supervisor before uploading to the system).<br />
(2) Household registration records (copy of R.O.C. (Taiwan) Resident Certificate card, and copy of household certificate) of the applicant and their household members are required.<br />
(3) Appointment certificate<br />
(4) Copy of the highest education diploma/certificate.<br />
(5) Copy of disability identification: If the applicant or their household members have disabilities and intend to apply for bonus cumulative points, a copy of their disability identification or (and) certification must be attached.<br />
(6) Proof issued by the National Land Administration:<br />
Applicants (or their spouses) applying for multiple-room housing who have previously received government-subsidized housing loan interest must submit a certificate of full repayment during the announcement period. Late submissions will not be accepted. As the processing time may be lengthy, please apply early to protect your rights.<br />

Description：<br />
To promote the fair and equitable use of on-campus housing resources and to implement the user-pays principle, the University resolved at the Administrative Meeting on April 23, 2025 to gradually adjust the management fees for official residences over a three-year period starting January 1, 2026, with the goal of reaching approximately 50% of the prevailing market rental rates in nearby areas. The adjustment plan was presented to members of the Official Residence Management Committees of both campuses and to resident representatives on June 16 and July 18, 2025.<br />
In consideration of the fact that several on-campus residences have recently completed new construction or renovation projects—thereby potentially increasing housing-related revenue—and that further renovations aimed at improving residential quality are currently being planned, the University anticipates corresponding changes in overall financial conditions. To ensure a more comprehensive and prudent approach, the Office of General Affairs will conduct a re-evaluation of the relevant financial impacts. Based on the principle of safeguarding faculty and staff housing welfare and alleviating financial burdens, the necessity and implementation timeline of the adjustment will be further reviewed. Accordingly, the originally scheduled implementation date of January 1, 2026, for the adjustment of official residence management fees has been postponed to July 1, 2026, to allow for a thorough assessment and subsequent implementation.<br />

Description:</div>
<div class="ed_txt" style="margin-left: 40px;">1.The Yangming Campus transportation policy is planned based on the principle of “people-oriented mobility.” Strengthening public transportation, reducing the use of private vehicles, promoting walking, encouraging the use of mass transit, and lowering campus carbon emissions are key goals the University strives to achieve. To encourage faculty, staff, and students to use public transportation, the campus provides internal shuttle services (“Red Line” and “Green Line”) as well as the Route 559 bus.</div>
<div class="ed_txt" style="margin-left: 40px;">2.In view of the recent increase in shuttle ridership and to further encourage faculty, staff, and students to make use of campus transportation, additional trial services on selected runs will begin on December 8, 2025. 1.Each car parking space is exclusively fixed for a particular student. The list will be effective from Oct. 1st, 2025. All vehicles must be parking in the particular space. Failure to parking in the particular space will be considered a violation and will be dealt with per the Guidelines for Traffic Management at Yangming Campus of NYCU.<br />
<br />
2.Shang-lou dormitory area student are required to collect their parking ID cards at the 1st Division of General Affairs by Oct. 13th, 2025, and then activate their parking privileges. Failure to do so by the deadline will result in access being closed until collection.<br />

<div class="ed_txt"><strong>Applications for Parking Permits for Yangming Campus for the 114th Academic Year Are Open from September 1.</strong><br />
<br />
Details:<br />
1.Parking permits for the 113th academic year will expire at midnight on September 22. Online applications for parking permits for the 114th academic year will begin from September 1.<br />
(1)、Each person may apply for either a car or a motorcycle/scooter permit (undergraduate freshmen are not eligible to apply).<br />
(2)、Annual fees are as follows: NT$6,000 per car, and NT$900 per motorcycle/scooter. Applicants who apply for "Parking Permits for Huan-Shan Parking Lot Only" will be given discounted rates as follows if their applications are approved: NT$2,400 per car, and NT$360 per motorcycle/scooter.<br />
2.Applicants must log in to the campus portal to apply online. Once their applications are approved, payment must be completed through various channels within seven days (making payment through salary deduction is not allowed). After the payment is made, collect the permit from the 1st Division of General Affairs at the Joint Service Center of the Office of General Affairs on the 1st Floor of Traditional Medicine Building A to activate the barrier gate access.<br />
<br />
3.Due to limited parking spaces at the Shan-lu Dormitory Area (Men's Dorm 5 and Women's Dorm 5), a lottery and allocation system is in place. Key dates are listed as follows:</div>
<div class="ed_txt" style="margin-left: 40px;">(1)、Residents of the Shan-lu Dormitory Area may begin to apply online from September 1 to September 19. Approved applicants who complete payment by September 20 will be included in the lottery. Applications filed after September 20 will be placed on a waiting list, ordered by application time.</div>
<div class="ed_txt" style="margin-left: 40px;">(2)、The list of applicants will be published on the website by the 1st Division of General Affairs on September 22 (if you find any errors, please contact us for correction). The lottery (including car parking space allocation) will be conducted on September 24. Those who do not win the lottery will be placed on a waiting list according to the draw order.</div>
<div class="ed_txt" style="margin-left: 40px;">(3)、Lottery winners must collect their permits at the 1st Division of General Affairs by October 13 to secure their parking privileges and access permissions for the parking spaces at the Shan-lu Dormitory Area. Failure to collect the permit by the deadline will result in forfeiture of the parking space, which will be allocated to the next person on the waiting list.</div>
<div class="ed_txt" style="margin-left: 40px;">(4)、"Car parking spaces" allocated for the 113th academic year are valid until August 31. From September 1 to September 30, parking will be on a first-come, first-served basis. Overflow parking is available outdoors or in other campus lots. Starting October 1, parking must be in the allocated spaces for the 113th academic year.</div>
<div class="ed_txt">4.Vehicles must be parked per NYCU's "Traffic Management Guidelines" and "Traffic Management Fee Standards at Yangming Campus." An overnight parking fee of NT$100 will be charged for cars parked in indoor lots (Shou-Ren Building, Library, Information and Research Building, Biomedical Building, Traditional Medicine Building A, and the Arcade of Experimental Building) from 1:00 AM to 6:00 AM.<br />

However, since April 2016, various insurance companies have ceased offering "Non-Activity Public Liability Insurance with Employer's Liability Supplement," thus, our faculty and staff's personal safety and property damage are no longer covered under the school's public liability insurance policy.<br />

To enhance the safety protection for faculty and staff, we kindly request all departments to adhere to the "Recommended Plan for Adequate Insurance Coverage for Liability Insurance in Public Places or Various Activities" issued by the Executive Yuan (see Attachment 1). 2.Eligibility:

<div style="margin-left: 40px;">(2) Single-Room Staff Dormitories: Faculty and staff on the university full-time or contract faculty/researchers are eligible to apply.</div>

6.Contract Notarization:<br />
The designated officer will act as the agent for both the university and the borrower to complete notarization at the Hsinchu District Court. Applicants not authorizing the designated officer may handle notarization personally at the court.<br />

<div class="ed_title01">Implementation of Partial User-Pay Mechanism for the Yangming-Guangfu Shuttle (Yangguang Route) Effective April 14, 2025 (Monday).</div>
<div class="ed_txt">Descriptions:<br />
1.Due to limited school resources and in response to faculty and students' requests for increased shuttle services, an additional inter-campus route at 10:00 AM and a one-way route from Guangfu to Yangming Campus at 5:00 PM on Fridays have been added during school days since Nov. 1, 2024 under the premise of the partial user-pay system to sustain operations amid rising costs.<br />
<br />
2.Considering the increased operational costs from the additional routes, the partial user-pay mechanism for the Yangguang Route will be implemented starting <span style="color:#ff0000;">April 14, 2025 (Monday)</span>. Passengers are advised to prepare an EasyCard with sufficient balance in advance (faculty/staff/student ID cards also function as EasyCards).<br />
<br />
3.Fare Policy: <span style="color:#0000ff;">NT$30 per ride, payable exclusively by EasyCard.</span><br />
<br />
4.Boarding and Payment Procedure<br />
(1)Wait at designated shuttle stops of the Yangguang route on either campus and queue in the priority order.<br />
(2)Identity verification and fare payment will be conducted during boarding.<br />
a.Identity verification: Tap your faculty/staff/student ID on the card reader (marked in yellow in the diagram below) to confirm eligibility. If you do not have your ID, please present other valid proof to the driver for verification.<br />
b.Payment: After identity verification, tap your EasyCard on the EasyCard reader (marked in red in the diagram below) for fare deduction. If your EasyCard balance is insufficient and no one in line can assist with payment, you may register for deferred payment and settle the fare at the 1st or 2nd Division of General Affairs within seven days.<br />
<br />
5.For fare subsidies due to special circumstances, please consult your respective unit.<br />
<br />
6.For further details on the boarding and payment process, please refer to the attached diagram on the next page . For other questions, please refer to the FAQs section on the website of the Office of General Affairs.<br />

Please note that during the power outage, emergency power will only be provided to the following buildings: Experimental Building, Biomedical Engineering Building, Animal Center, Dental Building, Medical Building II, Nursing Building, Medical Building, Administrative Building, and Teaching Building. To ensure necessary equipment receives emergency power supply, general electrical devices should not use the emergency power supply to avoid overloading and tripping the emergency power, which may affect those who truly need it.<br />
4. Relevant departments, such as Management Group 1, Affairs Group 1, and Accommodation Services Group, are requested to strengthen internal business promotion: It is recommended that each user unit assign personnel to stay behind to check the status of electrical devices such as refrigerators or experimental instruments, and to confirm whether the power supply is normal upon restoration.<br />
5. Please have each unit pay attention to whether important equipment is connected to the emergency power supply before April 2, and prepare supporting measures in advance. <li>The 3rd Faculty Dormitory will undergo a development project and be demolished in the future, but the schedule for the development project has not been confirmed yet. If the development project takes place in the future, the university may request the tenants to return the dormitory in advance, and the tenants must unconditionally cooperate with vacating and moving out of the dormitory.</li>
